Evidence has more than one dimension.

A technical proof can still fail in a workflow. A strong need can still fail under implementation constraints. The dossier keeps those dimensions separate.

  1. Is the problem severe enough to change behavior?
  2. Can the core mechanism work under relevant constraints?
  3. Does the prototype fit the workflow that must carry it?
  4. What conditions make adoption plausible or impossible?
  5. Can another observer interpret or repeat the result?
  6. Which safety, policy, security, or implementation limits remain?

Stopping is a decision, not a disappearance.

Graduation means the work has earned a next context. It does not guarantee funding, company formation, scaled production, or commercial success.

The protocol makes the criteria inspectable before the test begins. It also records why the work moved, changed shape, changed owner, or stopped.

Does Halceon offer funding?
